Wood Buffalo Council Ousts CAO, Fire Chief Jody Butz Steps In

Frequent Turnover Continues as RMWB Replaces Chief Administrative Officer

FORT MCMURRAY, AB. — The Regional Municipality of Wood Buffalo (RMWB) has made a leadership change following a special council meeting on Feb. 12.

Council first met in a closed-door session in accordance with the Municipal Government Act and the Freedom of Information and Protection of Privacy Act. After reconvening in public, councillors passed a motion to revoke the appointment of Henry Hunter as the municipality’s chief administrative officer (CAO).

Jody Butz, the region’s fire chief and director of emergency services, was appointed interim CAO.

The RMWB has seen frequent turnover in its top administrative role over the past decade. Excluding interim appointments, five different CAOs have served in the last 10 years, including three during the current council’s term.

Mayor Sandy Bowman expressed confidence in Butz’s leadership and commitment to the community.

“Chief Butz knows the region and what matters to the community,” Bowman said in a statement. “His experience and dedication make him well-suited to guide the organization.”

Hunter’s departure marks the latest in a series of leadership changes in the municipality. Marcel Ulliac served as CAO from 2014 to 2016, followed by Annette Antoniuk from 2016 to 2020. Jamie Doyle took over in 2020 and remained in the position until his retirement in 2022. Paul Thorkelson then briefly served from September 2022 to July 2023 before Hunter was appointed in October 2023.

Hunter’s tenure lasted until February 2025.
