Three Arrested in Cross-Canada Human Trafficking Ring: Project Endgame
EDMONTON — Three men are facing a combined 23 charges following a year-long investigation into a human trafficking operation that spanned multiple provinces, including Alberta, British Columbia, Saskatchewan, and Quebec.
The accused—Clyde Elien-Abbot, 31, Kevin Dorcelus-Cetoute, 31, and Jean Rodnil Dubois, 31, all from Montreal—were arrested in connection with Project Endgame, a coordinated effort led by ALERT’s Human Trafficking unit. The investigation involved collaboration with the Edmonton Police Service, RCMP, and Quebec’s joint forces anti-pimping team, EILP.
Arrests and search warrants were executed in Edmonton, Montreal, and Red Deer. Elien-Abbot was arrested on Jan. 31, 2025, while Dorcelus-Cetoute and Dubois were taken into custody on July 23, 2024.
“Project Endgame exhausted all resources and avenues to bring charges against the suspects and end this cycle of sexualized violence and degradation,” said Staff Sgt. Chris Hayes of ALERT.
The investigation uncovered a cross-Canada sex trafficking network allegedly operated by the accused for over a decade. The operation spanned several communities, including Edmonton, Calgary, Vancouver, Lloydminster, Red Deer, Grande Prairie, Fort McMurray, Cold Lake, and Estevan, Sask.
Authorities say the perpetrators controlled victims through coercion, forcing them to perform multiple sex acts daily. Victims who resisted were allegedly subjected to violent assaults, threats, and isolation.
Project Endgame was launched in May 2023 after a 911 call reported a sex worker being violently assaulted. The investigation also ties into a 2021 ALERT human trafficking case in which Dorcelus-Cetoute was previously charged.
During the operation, several victims were located and provided support through ALERT’s Safety Network Coordinators. Police believe there may be additional victims and are urging them to come forward.
Charges Laid:
Clyde Elien-Abbot faces charges including trafficking in persons, procuring, material benefit from sexual services, advertising sexual services, money laundering, and animal cruelty. Kevin Dorcelus-Cetoute is charged with sexual assault, assault, trafficking in persons, procuring, material benefit from sexual services, and uttering threats. Jean Rodnil Dubois faces similar charges, including sexual assault, assault, trafficking in persons, procuring, material benefit from sexual services, and uttering threats.
Elien-Abbot remains in custody with a bail hearing scheduled for Feb. 19, 2025. Dorcelus-Cetoute and Dubois were released and are set to appear in court on March 7, 2025.
Project Endgame involved multiple agencies, including the Edmonton Police Service, City of Edmonton Animal Bylaw, Service de Police de la Ville de Montréal (SPVM), and RCMP divisions in Alberta, Quebec, and Saskatchewan.
